U.S. Congressman. He graduated from the University of Georgia, 1828, studied law, was admitted to the bar and commenced to practice law in Athens, Georgia. He was elected solicitor general for the western district of Georgia in 1834 and served as a circuit judge (1841 to 45). In 1851, he was elected as a Unionist to the Thirty-second and Thirty-third Congresses, serving until 1855. After leaving Congress, he was appointed Solicitor of the United States Treasury, in 1857 and resigned when his state seceded from the Union at the advent of the Civil War, in 1861. His son George Hillyer, served as a Captain, then Major, in the Confederate Army during the Civil War and was Mayor of Atlanta, Georgia, in 1885.
