According to the Yuba County birth records, little Frankie was born in Yuba County on October 20, 1873. Frankie's parents were listed as Daniel Best and Meta J Steincamp, his parents married on 8-29-1872 in California according to Archives Marriage Records.

Little Frankie was born into a family he would be proud of had he lived to see what they went on to achieve, his dad was Daniel Best who was the founder of Best Manufacturing Company. Daniel's inventions, patents ranged from improving washing machines, to creating improved farming equipment. He won first place at the California State Fair in 1871 for inventing the portable grain cleaner and separator. Daniel retired in the early 1900's, turning the business over to little Frankie's brother, Clarence L Best who joined the Best Company with that of the Holt Manufacturing Company to form the Caterpillar Tractor Company.

One of baby Frankie's uncles was Henry Best, he has two of his babies buried in the Historic Marysville City Cemetery, to the north-east of Frankie's burial location, Infant Best and Georgie Best. Henry was a large farmland owner in Sutter County, the first stockholder of the Farmers Union Bank and later made director of that institution. The Best family, and there were and probably still are, many members throughout California who invested in the land and the farming equipment it takes to raise the crops.
