Oliver Carroll Clay was born 27 May 1948 in the city of St. Louis, Missouri, the son of steamboat captain Littleberry Clay and his wife, Barbara G. Davidson, both of Kentucky.

Oliver's father purchased farmland just outside of Monticello in Lewis County, Missouri and moved the family there in the summer of 1861.

Oliver attended Christian University in Canton, graduating in 1871, and began studying law while teaching math at the University. He was admitted to practice law in 1877, and became the Lewis County Prosecutor in 1882.

He died of pneumonia at home in Canton on 05 Mar 1929.
