U.S. Congressman. He graduated from the Peabody Normal College Tennessee, in 1881, taught school, studied law, was admitted to the bar in 1883 and commenced the practice of law in Alapaha, Georgia. He was the legislature solicitor general of the Pataula judicial circuit, (1888-93) and judge of the Pataula judicial circuit, (1893-96). In 1897, he was elected as a Democrat to the Fifty-fifth Congress and to the next six succeeding Congresses, serving until his death at age 48.
