U.S. Congressman. A successful plantation owner, he entered politics and served as South Carolina State Treasurer (1800 to 1801) and as a member of the South Carolina House of Representatives (1792 to 1794, 1802 to 1804, 1806 to 1808). In 1809, he was elected as a Republican to the Eleventh Congress, serving until 1811. Declining to be a candidate for reelection, he again was a member of the South Carolina House of Representatives (1816 to 1817). Retiring from politics, he resumed his planting interests on his plantation until his death. He also was the great-great-grandfather of U.S. Congressman Robert Witherspoon Hemphill.
