The son of Irish-born John & Margaret (Stuart) Dunlap, in 1860 his family was living in Eden Township, Lancaster County, Pennsylvania, although he is not listed with them but is found in the 1863 draft registration as a resident there. By that time, however, he had relocated to Illinois. A carpenter by trade, he stood 6' 2" tall and had dark hair and brown eyes.

A Civil War veteran, he enlisted at the stated age of thirty-one in Pontiac, Livingston County, Illinois, August 2, 1862, mustered into federal service there September 8 as a private with Co. G, 129th Illinois Infantry, and honorably discharged with his company June 8, 1865, in Washington DC. The aforementioned 1863 draft registration erroneously places him with the 12th Illinois Infantry.

He married Mary Jane Buckley ca. 1866 in Livingston County and fathered Jennie D. (b. 02/17/67 - married Benjamin Cox) and Martha (b. @1870 - married William C. Leonard). From 1879 through ca. 1885, he lived in Little Rock, Arkansas, but died in Clinton.
