U.S. Congressman. Prior to entering politics, he worked as a hoisting engineer and a salesman (1901 to 1913). He then served as a member of the Ohio State House of Representatives (1913 to 1914). He graduated from the Cleveland Law School in 1914, was admitted to the bar, and commenced practicing law in Cleveland, Ohio. He was a judge of the municipal court of Cleveland (1924 to 1932) and a delegate to the Democratic National Convention in 1932. In 1931, he was elected as a Democrat to the Seventy-second Congress to fill the vacancy caused by the death of Charles A. Mooney, reelected to the Seventy-third Congress, and to the next four succeeding Congresses, serving until 1943. An unsuccessful candidate for re-nomination, he practiced law until his death.
