William was the son of William J. and Johanna Dooley of Woodhaven, Queens, N.Y. He was a graduate of Franklin Kay Lane High School in Brooklyn and was a Navy veteran having served from 1967 until being honorably discharged on November 30, 1970. He had worked for the New York State Commission on Corrections during 1971, was a member of the NYS Capital Police from 1972-1997 when he transferred to the NYS Police as a trooper, being assigned to the Governor's desk at the Capital for the past 12 years. He was a member of the Albany Police Pipe and Drum Band, the NYS Police Pipe and Drum Band, the Ancient Order of the Hibernians and he was a member of the American Legion Je Zaloga Post in Albany.
