Rankin was chosen as United States Assistant Attorney General under President Eisenhower in 1953, and as the 31st Solicitor General of the US from 1956 to 1961. He had previously managed Eisenhower's Presidential campaign in Nebraska in 1952.
But he is probably best know as Chairman and General Counsel of the Warren Commission, (aka: The President's Commission on the Assassination of President Kennedy), to which he was appointed by Chief Justice Earl Warren, In late 1963.
