Born to Samuel A. and Anna Louise (Ross) Summers in the tiny village of Trappe, Talbot County, Charles came to Baltimore after his father's death, along with his mother, brother Joseph Summers, and a great-aunt, Anna L. Bullen.

Charles was a carpenter, as his father had been, and he must have found plenty of employment in the rapidly expanding city of Baltimore.

Charles married Elizabeth Gaither about 1901. They had one daughter, Margaret Ross Summers.

Eventually, Charles was able to move his family from the older Harlem Square area to a newer, larger house at 4010 Alto Road, just east of Gwynns Falls Park.
