Fannie is the daughter of Henry J and Sarah M Rhoads. She was born in the Piety Hill District south of Chetopa. She grew to womanhood and attended schools in that area. With her parents she moved to the Shoal Creek, Missouri area living there for a number of years before returning to the farm home in the Piety Hill District.

She married Luther L Duncan on November 28, 1909. Fannie and Luther established their home on the Duncan homestead in Craig county, Oklahoma, Russell Creek district, five miles southeast of Chetopa. They moved to Chetopa in 1940 where they operated a business until their retirement in 1954. They celebrated their Golden Wedding Anniverary in November of 1959.

Luther and Fannie were blessed with the following children: Perry, Ernest, Logan, Dean, Myra and Alveara
