William Gwynn Carr was born in Baltimore, Maryland, on February 3, 1820, the son of Thomas Carr (1780-1849) a Philadephia music publisher who was born in England, and Milcah Bell Merryman (1786-1849) of Baltimore, Maryland. William Gwynn Carr was baptized on November 18, 1820, at Saint Paul Protestant Episcopal Church in Baltimore.

The family later relocated to Philadelphia where Thomas Carr, and his brother, Benjamin Carr (William's uncle) were involved with the music business. Benjamin Carr was a music composer and professor and also was called the father music of Philadelphia.

More interestingly, William Gwynn Carr's brother, John Carr, was married to Margaret Peale, granddaughter of Charles Willson Peale, a famous Philadelphia artist and daughter of Raphaelle Peale and Martha "Patty" McGlathery.

William Gwynn Carr was married to Mary Scott (abt 1828-1876) of Bensalem, Bucks County, Pennsylvania. She was the daughter of Isaac Scott (1797-1851) and Mercy Martin (1800-1860).

William Gwynn Carr and Mary Scott had children: Isaac J. Carr (b. abt 1847) m. Susan Longacre; Milcah Bell Carr (1850-1920) m. William Kelley, Jr. of Wilmington, Del; Sarah E. Carr (1852-1926) m. Ira Snodgrass; and Clara Carr (abt 1857-?).
