Lucy Ellen Freeman Taxis was born on December 25, 1836 in Uniontown, Stark, Ohio. Her parents were Frederick Reynolds Freeman and Lucyrette F. Beeman.

By 1850 the Freeman family was living in Venice, Ohio. Lucy married Gideon Richardson Taxis on December 10, 1858 in Grundy County, Illinois. Lucy and Gideon had four children and lived in the Gardner and Joliet, Illinois areas during their marriage.

In 1862 Lucy's husband, Gideon, enlisted in the 127th Illinois Infantry during the Civil War. He received a disability discharge in 1863 due to injuries sustained in battle.

Lucy lived in Joliet until her death on March 27, 1905. After her death,Gideon remained in Joliet until his own death in 1911.
