A Civil War veteran, he enlisted at the stated age of twenty-eight in Chambersburg September 28, 1861, and mustered into federal service at Camp Wilkins in Pittsburgh October 14 as a private with Co. D, 77th Pennsylvania Infantry. Wounded in action at Liberty Gap, Tennessee, on June 24 or 25, 1863, he returned to duty and honorably discharged at term's end October 13, 1864, near Rome, Floyd County, Georgia.
After Nancy's death, Richard married widow, Emma Catharina Porter-Foust (1856-1926) on 6 Oct 1892. They had two daughters:

Catherine Naomi Devor-Tarner (1896-?)
