Born at Fort Gibson, Cherokee Territory, now Oklahoma, Thomas Jefferson Isbell was the firstborn son of U.S. Marshal Levi Paschal Isbell and his wife Georgia Ann Louther.

Levi Paschal Isbell moved his family from Fort Gibson to Vinita in Craig County, Oklahoma where Thomas Jefferson Isbell attended school with the late humorist Will Rogers.

"Tom" Isbell was a former U. S. Marshal like his father and Indian Fighter with Buffalo Bill. He was also a member of President Theodore Roosevelt's Rough Riders when the president was an Army colonel. Isbell was shot seven times at the Battle of Las Guaymas, Cuba but all the while kept on fighting. There are many old newspaper articles that describe this tough as nails character and how he kept on fighting. He was credited with firing the first shot in the Spanish-American war.

After the War with Spain, he went on tour with Buffalo Bill for 7 1/2 years and for many years was a deputy U. S. Marshal on the Texas border. He came to San Diego in 1916 with his wife, the late Lillie Ada Williams Isbell. He became a U.S. Marshal in federal court in San Diego in 1941.

Thomas J. Isbell became an expert rider and was a performer with Buffalo Bill Cody's Wild West Show for some time, including a five year tour of Europe where his son Thomas Paschal Isbell was born in Fulham, Middlesex, England in 1905.

Thomas Jefferson Isbell died at the San Diego County Hospital as the result of injuries he received in an automobile collision in San Diego at Mission Valley Road and Texas Street on November 15, 1955.
