United States Navy Admiral. He graduated from the United States Naval Academy in 1885 and commanded the Arkansas in German waters with British Grand Fleet during World War I. He was the Commander-in Chief of the Battle Force in 1927. Before retiring in 1932 he commanded the Third Naval District.
