Shirley Fowler was born to William Fox and Elizabeth Amelia Bickford from England. Shirley married Harry Emerson Fowler Sr. in Independence, Montgomery, Kansas and then moved to Iowa. It was while living in Iowa they had a beautiful daughter Evelyn Hazel Fowler. It would be their only child together as 7 years after the birth of Evelyn, Shirley died. Harry Fowler's sister, Naomi Fowler O'Brien would care for Evelyn until Harry Sr. remarried five years later.
