U.S. Congressman. He graduated from the Law College of the University of Michigan in 1909, from its College of Arts and Sciences in 1911, was admitted to the bar and commenced to practice law in Dayton, Ohio in 1911. He was assistant prosecuting attorney of Montgomery County (1912-16), president of the Ohio Federated Humane Societies and honorary vice president of the American Humane Association. In 1931, he was elected as a Democrat to the Seventy-second Congress and to the next three succeeding Congresses, serving until 1939. An unsuccessful candidate for reelection, he was United States district attorney for the southern district of Ohio, (1944-46) and appointed judge of the Tax Court of the United States in 1946, serving until his death from a heart attack at age 63.
