A Civil War veteran - Ohio 19th Regiment Infantry, 2nd Lieutenant; A son Paul was born November 28, 1867. The 1880 census shows the O.P. Shaffer family in Youngstown. His occupation is "Editor". The 1910 census shows the Shaffers living in Ward One, Youngstown, Ohio.
He was appointed postmaster of Youngstown by William McKinley in January 1898 and also was city editor of the Youngstown Vindicator.
