He was later editor of newspapers at Forney, Ferris, and Royse City. In 1934 he became advertising manager of the Garland News, and was owner and publisher of the Garland Herald from 1950 until 1956 when he formed Harper Printing Company.
He was chairman of the board of Harper Printing at the time of his death. He died in a Dallas hospital while undergoing heart surgery.
He was a director of the Garland Chamber of Commerce and past president of the school board there. Involved in civic work, he was a former president of the Garland Lions Club and past master of the Garland Masonic Lodge.
Herschel was survived by his wife, the former Eva Leta Smith; a son, Herschel Harper, Jr.; and two granddaughters. He was a brother-in-law to C. Truett Smith, publisher of The Wylie News.
