American penologist and later Mayor of Elmira, New York from 1906-1907. Settled in New York in the 1850s and opened the Monroe County Penitentiary in Rochester, NY. Originator of the Elmira Reformatory system and Warden of the Elmira Reformatory from 1876-1900. Elected as Mayor of Elmira in November 1906 for a one year term.
