James was born in the vicinity of Liverpool, England, to Irish-born parents. His family arrived to the U.S. in 1871. They settled in Hell's Kitchen, which is where James's parents and most of his siblings stayed. In 1882, James married Mary McVey in NYC with Father Charles R. Crosson officiating.

James, his wife, and their growing family moved to Hasbrouck Heights, New Jersey, for a few years in the mid-1890s and then to Brooklyn in the late 1890s. They hopped from one apartment to another for about a decade in the areas near the Brooklyn Bridge and Fort Greene neighborhoods: Pearl Street, Adams Street, Myrtle Ave, Gold Street, Lawrence Street, and Bolivar Street (which no longer exists). James's occupation was usually listed as a "salesman", occasionally as a "clerk".

Sometime between 1915-1917, James purchased a seven room house at 2443 East 14th Street in the Sheepshead Bay/Flatbush neighborhood of Brooklyn. His wife passed away there in 1919. Until the late 1930s, James lived at the 14th street house with several of his adult children, as well as occasional grandchildren and in-laws. By 1940, he was back in Hell's Kitchen, living on 45th street with his adult children Arthur and Cecelia and working as a clerk at an optician's office.

James resided at 534 west 45th street at the time of his death. His death certificate states he was 76 years old. Some Sullivans are buried in the plot with him according to cemetery records as well as the headstone. Their connection to him is unknown to me at this time, although he did have a nephew-in-law Edward A. Sullivan, an undertaker who died in 1935.
