In the late 1700s, Dr. Thomas Bishop, an Englishman, was appointed by England to be Director of Royal Fabrics in Portugal.

Dr. Bishop, and his family, left Portugal in 1810 to escape the Napoleonic War. The Portuguese City of Oporto had been sacked by the French Army. The Bishop Family sailed to the United States and arrived at the Port of Baltimore, Maryland in 1810.

In the 1810 US Census, Thomas Bishop is listed as Head of Household of the family in Queen Anne's County in Maryland.

In 1811, when the United States conflict with Great Britain threatened the American coastline, the family moved to Philadelphia.

In about 1818, Cecilia was born in Philadelphia

The 1850 US Census for Pennsylvania, indicates that Cecilia (Age 30) was then living with her older sister, Louisa Bishop (Age 40) in Philadelphia's Walnut Ward.

On October 18, 1855, Cecilia married a widower, Isaac Newell in Camden, New Jersey. Thomas Bishop is listed as the Bride's Father in the New Jersey listing of Marriages.

On August 18, 1857, Isaac died in Carrollton, Illinois, leaving Cecilia to care for the family.

In the 1870 US Census, Cecilia (Age 52) was listed as living in Alton, Illinois with step-son Isaac Newell (Age 33), Isaac's wife Annie (Age 28), and their infant son George.
