Amos Garrett was born in 1671 in Southwork, England, son of James and Sarah Garrett. He immigrated to Annapolis by 1701 as a free adult. He was a merchant and a planter as well as one of the richest men in Maryland, owning as much as 8,000 acres of land and 68 slaves. He served as a justice of the peace in Anne Arundel County from 1702 to 1706. He was also the first mayor of the city of Annapolis, serving from 1708 to 1720. He was an Anglican and a member of the vestry at St. Anne's Episcopal Church from 1704 to 1706. He served in the Lower House representing Annapolis from 1712 to 1714, in 1715, and again from 1720 to 1721 or 1722 to fill a vacancy. He served as an Annapolis alderman by 1720 to 1726. Garrett never married and there is no record of any children. He died on March 8, 1727 at the age of 56, possibly from effects of alcoholism.
