Cicero was the son of John Vance & America (Slaton) Biddle. He grew up on the family farm in the Pea Ridge community of DeKalb County, AL. He married a local girl, Lora Ada Harwood on Feb. 28, 1909 in DeKalb County, AL. His wife went by her middle name, Ada. They made their home on a farm in the New Hope Community across the ridge from his parents. They lived their until his death.
