Phyllis D. Roose served as City Clerk-Treasurer of Goshen for 15 years, assuming the office in 1969, and elected as the Republican nominee to terms in the 1971, 1975 and 1979 elections. She resigned briefly in 1978 but won re-election to the office in 1979. She lost her last campaign in 1983.

After leaving public service, she worked for many years in the private sector for Reith-Riley Construction Company, Goshen Die Cutting, and Veterinary and Poultry Supply, Inc. She was married to Donald W. Roose (1928-1999) and was the mother of three children, Phillip W. Roose (1955-2014), Jeffrey Roose of Croghan, N.Y., and Julie Roose Haszler of Goshen. A 1949 graduate of Jefferson Township High School in Goshen, she joined the Clerk-Treasurer’s office shortly after high school. The City of Goshen has honored her many years of public service by planting a memorial tree in her honor on the lawn of the Goshen Municipal Building.
