2nd Earl of Westmorland. Son and heir to Sir John de Neville and Elizabeth de Holland. Grandson of Sir Ralph de Neville, Earl of Westmorland and his first wife, Margaret de Stafford, Thomas de Holland, Earl of Kent and Alice FitzAlan.

Second husband of Elizabeth Percy, daughter of Henry 'Hotspur', descendant of King Henry III and Elizabeth de Mortimer. They married in 1426 and had one son, Sir John Neville who died in 1450. Elizabeth died in 1436.

Ralph married a second time to Margaret de Cobham, 4th Baroness Cobham, daughter of Reynold Cobham, Baron Cobham of Sterborough and Thomasine Chideocke. They were married before Feb 1442, and had no issue.

Sir Ralph's father died while campaigning in France in 1420, leaving Ralph as the heir to his grandfather, Ralph de Neville, Earl of Westmorland, who died in 1425, leaving his inheritance to his second wife, Joan Beaufort, the daughter of John of Gaunt. Sir Ralph would spend most of his life trying to recover his inheritance from Joan and her powerful allies, Richard Neville, Earl of Salisbury, Cardinal Henry Beaufort, her brother, and Thomas Langley, Bishop of Durham. Joan died in 1440, and the 1443 settlement returned the barony of Raby to Ralph but Salisbury would be lost.

Sir Ralph was said the have suffered from a mental impairment, and placed under the guardianship of his brother, Sir Thomas who died in 1461, then Sir John who died at the Battle of Towton, 1461. Sir Thomas's son, Humphrey took up the charge for a time, but was beheaded September of 1469 along with his brother, Charles, and the cause for Ralph's inheritance was again defeated.

Sir Ralph was knighted in 1426, and succeeded by his nephew, Ralph de Neville, the son of Ralph's brother, John.
