Son of William & Mary (Storjohann) Devall.
He attended school in Meek. He worked on different ranches in the area before moving to Oregon where he worked in a shipping yard during World War II. He married Viola Wagner on August 28, 1943 in Spencer, Chase Co Nebraska. After the war Howard returned to Nebraska and settled in Columbus in 1959. He worked for a number of years at the Columbus Alfalfa Mill and then went to work for Columbus Berg Vault (now Nebraska Vault). He retired from Nebraska Vault in 1990 after 25 years of service. On August 9, 1994, Howard married Betty (Marker) Sandman in David City, Nebraska. Howard enjoyed gardening, fishing, and being with his grandchildren.
