Elinor graduated from Coalinga Union High School in Coalinga, California in 1920. In 1922 she received a lifetime teacher's certificate from San Jose State College of California. She also attended sessions at the University of California at Berkeley. From 1922 until 1929 Elinor taught elementary and junior high school in Hayward and Long Beach, California, and Bartlesville and Bristow, Oklahoma. From 1929 until 1967 she was employed by the Independent Petroleum Association of America, first in Ardmore, Oklahoma and from 1930 until her retirement in 1967 she was the office manager in Tulsa, Oklahoma. Upon her retirement she moved to Morro Bay, California.
She had been a member of the Unitarian Church since the early 1930's and attended the Unitarian Fellowship in San Luis Obispo. She was a long time member and officer and state board member of the League of Women voters in Tulsa, and was a member of the League of Women Voters, San Luis Obispo, California. She was a charter member of the Pilot Club of Tulsa, an international women's civic and service club. She was a charter member of the Women's Dinner Club of Tulsa, and was a member of the Morro Bay Woman's Club, and the Republican Women's Club.
On January 21, 1947 in Fort Smith, Arkansas, Elinor married William Ira "Ira" Bond. Elinor and Ira had no children.
