A retired major for the Department of Corrections and Public Safety and a resident of Amite, he was 72 and a native of Montpelier. He worked numerous years at the Louisiana State Penitentiary, Angola, and Washington Correctional Institute, Angie, and was a U.S. Marine Corps veteran.

Survived by his wife of 51 years, Barbara Carter, Amite; daughter and son-in-law, Jana and Ralph Branton, Bogalusa; son and daughter-in-law, Donald and Arissa Carter, Hammond; grandson, Ed Branton, Bogalusa; granddaughter, Emily Carter, Hammond; four brothers and five sisters-in-law, David and Rosalie Carter, Hammond, Thomas and JoAnn Carter, Amite, Marshall and Jeanette Carter, Marrero, Mac and Virginia Carter, Hammond, and Antoinette Carter, Amite; an uncle and aunt, Lawrence and Beatrice Cutrer, Roseland; numerous nieces, nephews, cousins and friends. Preceded in death by her parents, Ernestine and Leon Carter; and a brother, Jessie Clins Carter.

Pallbearers will be Ed Branton, Dennis Carter, Bobby Carter, Mike Ballard, Ray Cutrer and Wesley Corkern. Honorary pallbearers will be Louie, Mike, Billy and Jimmy Burch, Jay Cutrer, Doug Wingo and the Honor Guard at Louisiana State Penitentiary and Washington Correctional Institute.

He was a member of Hayden Grove Church of Christ.
