Born and raised in Streator, Illinois, William Cregar "Bill" Achuff was the son of Ida Arabella Cregar and John Roney Achuff. He was the fourth of seven children. His siblings were Ray Albert, Madge, Mae, Harry Johnson, John Franklin and Louise Lorraine Achuff. Bill worked as a printer and also served in World War I in the Army. He was a member of the Free Masons and the American Legion.

He married Burma Naomi "Betty" Stough, daughter of Guy and Besse Stough of Findlay, Ohio. Bill and Betty had one son, Quentin. They made their home in Forest Park, Illinois. One evening in 1932, Betty and 5 year-old Quentin were returning from a club meeting with some neighbors when their vehicle was struck by another car on the side. The impact killed Betty, but Quentin was able to escape the vehicle and run a block home to call for help. No one else was injured in the accident. Bill was very depressed upon the death of his wife. He was found asphyxiated in his car, three months after her death. Bill's sister Louise adopted and raised Quentin.

Bill and Betty rest eternally next to each other in Woodlawn Cemetery, in Forest Park, Illinois. Louise Lorraine Achuff is also buried next to them.
