Sheriff of Los Angeles County from 1899-1902 and 1907-1914. His family were Los Angeles pioneers. He is famous for his quote to his deputy sheriff's. He said: "Keep Sober. Just because you wear the star of a deputy, don't imagine you are commissioned to soak up all the booze in sight" Another famous quote was:
"Be courteous. If you are insulted by a bully in the office, don't lick him there, it is bad for the reputation of the office. There are plenty of dark alleys"
