US Circuit Judge for the Eighth Circuit Court of Appeals, 1980 to 2004; US District Judge for the Eastern & Western Districts of Arkansas, 1978 to 1980. Richard Arnold was considered one of the preeminent American jurists of the late 20th century. He was born into a family with a deep tradition in law and politics. His grandfather, Morris Sheppard, was a US Senator from Texas from 1913 to 1941. After graduating from Harvard Law School, Richard practiced law with his family's firm in Texarkana and ran unsuccessfully for Congress in 1966 and 1972. More than once, he was seriously considered for an appointment to the US Supreme Court. In his memoirs, former President Bill Clinton, a fellow Arkansan, stated that he would have appointed Judge Arnold to the Court but for the fact the judge had been diagnosed with lymphoma. The new US Courthouse in Little Rock, under construction at the time of Judge Arnold's death, was named for him by an act of Congress in 2003.
