US Congressman. He served in the United States Army from 1945 to 1948 and again from 1950 to 1952. Graduating from the University of Southern California School of Law in 1956, he establised a legal practice in El Monte, California. He was elected to the United States Congress from California and served from 1967 to 1979. He served as a Judge on the United States Court of Appeals, Ninth Circuit, from 1984 until his death in 2000.
