Fisel Frances E, 84, of Ligonier, died Jan. 17, 2008 at Avalon Village, Ligonier. She was born Jan. 25, 1925 in Noble County to Elmer and Nellie (Roach) Chiddister. She married Richard D. Fisel in Goshen on Aug. 14, 1943. He died Dec. 27, 2002. She retired from the Ligonier Hardware in 1991 after 25 years of service. A member of the Ligonier United Methodist Church, she was named Outstanding Citizen of the Year in 1995. Surviving are 2 sons, Marc of Columbia City, and Stephen of Longview, Texas; and 2 grandchildren. She was preceded in death by a brother, Raymond Chiddister. Private family services and burial, Brown Cemetery, Millersburg.
