Former superior judge of Los Angeles County. At twenty-one he was admitted to the bar in Indiana. While there he was the assistant prosecuting attorney. Allen moved to California in 1886 and worked as lawyer and jurist. Appointed to the U.S. Attorney for Southern California by President Harrison, he resigned shortly after and continued practicing law. Married to Mary Whiteside from Ohio, he retired from law in 1897.
