Emil Lockwood, 82, a former majority leader of the Michigan Senate, died Friday. Mr. Lockwood, a Republican, served in the Michigan Senate from 1963 until 1970, when he made an unsuccessful bid for secretary of state.
Under Gov. William Milliken, Mr. Lockwood was chief lobbyist and deputy director of the Michigan Department of Commerce.
A native of Ottawa, Ill., Mr. Lockwood served as a Navy officer during World War II. After the war he taught amphibious warfare at Westminster College in Missouri and later taught accounting at Adrian College in Michigan. He began an accounting practice after he quit teaching.
Emil Lockwood, resident of Duck Key and twice President of the Duck Key Homeowners' Association died in Ann Arbor, Michigan on Friday, Aug. 2, 2002. He was 82 years of age. He will be remembered fondly by residents for his laughter, his dry wit and the service he provided to the Duck Key community. During his second term as President of DKPOA, his leadership helped in establishing the Duck Key Security District. Emil Lockwood had a great love for Duck Key, and the Lockwood's home served as the community center for island social, civic and political functions for many years.
He graduated from the University of Michigan in 1941, and served as a naval officer from 1942 to 1945 during World War II earning five medals. After the war Emil became a teacher. He taught at Westminster College in Missouri, and coached football at the Missouri School for the Deaf. He later taught accounting at Adrian College in Michigan. He received his master's degree in 1947, and became a certified public accountant. Emil's business ventures included ownership of insurance and accounting enterprises, radio stations and a lobbying firm.
Emil loved politics. He was member of Michigan state senate from 1963-70. As Michigan Senate majority leader Emil was successful in getting civil rights legislation dealing with fair and open housing matters passed after the Detroit riots. In 1970, Emil formed a partnership and started Public Affairs Associates, a powerful lobbying firm in Lansing.
