Norfolk, Dec. 28-James Nicol Bell, 79, former Norfolk city auditor, died Monday at the home of his daughter, Miss Mildred Bell, in Washington, relatives here were notified. His survivors include a son, James N. Bell, Jr., of Virginia Beach, and two sisters, Miss Eliza Souter Bell and Miss Kate Hunter Bell, both of Norfolk. The body will be brought to Norfolk for burial.
