Moore Cemetery was established by Jessee Moore (1824 - 1900) and Margaret "Peggy" Ramey (1824 - 1895). About 1860, Jessee moved his family from Scott County, Virginia to Lee County, Virginia which was the next county to the west. They bought land in Crab Orchard, which is now present day Keokee, near the border with Kentucky. Jessee and Margaret and several of their children and grandchildren are buried in Moore Cemetery, which had been the family cemetery.
