Older of two children born in Oklahoma to Paul Wheeler Moomaw, Sr., and Sophia L. (Hurt) Moomaw. Sister of Paul Wheeler Moomaw, Jr. Her father was a pharmacist who managed a drug store in Muskogee OK. He moved to Okemah OK where he was Mayor, managed a company that operated two drug stores there, and served on the Oklahoma state board of pharmacy beginning in 1921. It was in Okemah that Lulu and her brother were born. The family moved to Texas in 1925.

Lulu first married James H. "Jimmy" Duff, Jr., in Missouri in 1941. According to a 1968 newspaper article about Lulu, he "died after four years in a Japanese prison camp." On December 20, 1947, Lulu married Clifford Andrew Wallace. They had no children.

Lulu was a teacher in California and Corpus Christi TX elementary schools, specializing in special education. She did research in that field and was a consultant in music, art and elementary education. She received her Bachelor's degree in music and English from Texas Woman's University in 1935. Earned a Master's degree in education with a major in psychology and a minor in music from Texas A&I University in 1955.

She passed away in 2006 at the age of 93.
