Death of a Well-Known Citizen----Wm. McPhail, former president of the second branch city council, and at times acting mayor in the absence of Mayor Swann, died on Saturday, at his home, No. 166 Maryland avenue.
Mr. McPhail long carried on a hat store on West Baltimore street, and though he reached the 75th year of his age, continued to labor in business affairs until he took cold a few weeks ago, followed by congestion of the lungs, from which he died.
He was very active in city politics, especially during the mayoralty of Mr. Swann, and took a prominent part in the acquisition of Druid Hill Park for the city. William J. McPhail was president of the Baltimore City Council between 1856-60.
While acting mayor, in exciting political times, he was accidentally shot, and was confined to his house for several months.
He was brother of Jas. L McPhail, provost marshal in Baltimore sometime during the war, but who died several years ago, and of Daniel H. McPhail, lottery commissioner of Maryland for one term before that office was abolished, now a resident of Brooklyn, New York.
