Civil War Maine Governor, US Congressman. Elected to represent two Maine Districts in the United States House of Representatives from 1851 to 1861 (6th from 1851 to 1853, 5th from 1853 to 1861). Served as Governor of Maine from 1861 to 1863, and was the first of Maine's three Civil War heads of state. As Governor at the outbreak of the war, he was responsible for the raising of Maine troops and the appointed of men as officers in Maine regiments. In August 1862 he appointed Adelbert Ames Colonel and Joshua L. Chamberlain Lieutenant Colonel of the 20th Maine Volunteer Infantry. He was the eldest of three brothers who held enormous political influence in the North during the Civil War. One brother was Elihu Washburne, who served as a Congressman from Illinois, and was the political advocate of General Ulysses S Grant. The other was The other was Cadwalader C, Washburn, who was a General in the Union army and later a Governor of Wisconsin. A fourth brother, William D. Washburn, became a Senator from Minnesota in the 1880s.
