U.S. Senator. He graduated from the law department of Harvard University, in 1891, admitted to the bar and commenced to practice law in Boston, Massachusetts. Moving to Wisconsin in 1893, he practiced law, was prosecuting attorney of Milwaukee County in 1895, appointed by President William H. Taft as United States district attorney for the eastern district of Wisconsin (1911-15), and then as special assistant to the Attorney General of the United States in 1917. During World War I, he served as a Colonel in the Judge Advocate General’s Department, U.S. Army, in France and Germany. After the war, he was appointed by President Woodrow Wilson as general counsel of the United States Shipping Board, (1920-21) and was an assistant to the Attorney General, (1920-23). In 1925, he was elected as a Republican to the United States Senate, serving until 1931. Not a candidate for re-nomination, he engaged in writing until his death at age 66.
