Riley was born at Yellow Bird Hollow, just outside of Jay. He was the son of William Logan and Malisie Ann Kuykendall George. He was the fifth of nine children. His siblings were: Herman, Fred, Bessie, Estie, Fanny, Cecil, Stanley and Everett.
He married Lena R. Scroggins on February 7, 1925 and together they had three daughters: Ruth, Rilene and Donna.
