Daughter of Abbie Lillian Womack (1885-1969) and Charles Bailey Meek (1878-1922). Her parents married in 1906 and by 1910, the family was living in a house they were renting at 658 Beard Street in Shawnee, Ward 6, Oklahoma (Pottawatomie County). The household included: Charles Meek, age 31, born in Arkansas to parents from Georgia, working as a butcher in his own shop; Abbie, age 26, born in Texas to parents from Texas, mother of one child; and Mildred, age 3, born in Oklahoma.

In 1920, Mildred was living with her parents and younger brother in a home they were renting at 320 Beard Street in Shawnee Ward 2, Pottawatomie, Oklahoma. The household included: Charlie B. Meek, age 41, working as a meat cutter in a meat market; Abbie, age 33; Mildred, age 12; and Charles, age 10, born in Oklahoma. A year later, in 1921, she married Weldon Bumgarner in Norman, Oklahoma and eventually had three sons: Charles W., Jack, and James.

In 1930, the family was living in a house they were renting at 200 West Symmes Street in Norman, Oklahoma (Cleveland County). The household included: Weldon W., age 28, married at age 22, working as a laundry driver; Mildred M., age 23, married at age 16, born in Oklahoma; Charles W., age 5, born in Oklahoma; Jack E, age 3 6/12, born in Oklahoma; and James S., age 1 1/12, born in Oklahoma. In 1930, Mildred's 44 year old widowed mother was renting at 226 1/2 Main Street in Norman, the same place as Weldon's mother.
