US Senator. He graduated from Notre Dame University Indiana, in 1871, studied law, was admitted to the bar in 1873 and commenced to practice law in Portland, Oregon. He was a member Oregon State House of Representatives, in 1874, Portland city attorney, in 1875, Multnomah County district attorney, and appointed by President Grover Cleveland as special prosecutor for the government concerning cases of opium fraud in 1893. In 1905, he was appointed as a Democrat to the United States Senate to fill the vacancy caused by the death of John H. Mitchell, serving until 1907. After leaving the Senate he resumed the practice of law until his death at age 79.
