The Oklahoman, Oct 14, 1992: Funeral services were Tuesday for Cecil Parham, a former longtime Oklahoma County Clerk. Parnham was 84. Parnham served as Oklahoma County Clerk for 16 years. He was hired by Oklahoma County in 1947 and was appointed as a clerk in 1988 after the death of the then County Clerk Joe Mattox. Parham resigned from the clerk's position in 1979 citing his wife's chronic illness.
