Shorty was born February 13, 1931, in Cross Plains to Gilbert and Florence Meador Ballard. He graduated from Baird High School in 1948 and received an Associates degree from Howard County Junior College in Big Spring. Shorty worked at Webb Air Force Base in Big Spring as a jet engine mechanic, retiring after 21 years. He married Florence (Geneva) McGaugh on June 24, 1949, in Clyde. They moved from Big Spring to Denver, and came to Clyde from Denver in 1981. He served in the U.S. Air Force, was a member of the Denton Valley Baptist Church and was a 33rd Degree Mason.

Shorty is survived by his wife of 63 years, Geneva, of Clyde; one son, Danny Ballard of Clyde; one daughter, Linda Gibson of Clyde; one brother, Orin J. Ballard and wife Becky of Kansas; three sisters-in-law, Harlen Farmer of Clyde, Dee Hines of Clyde, and Sue Hilburn of Abilene; seven grandchildren, Chris Allen, Tosha Cardenas and husband Nathan, Renee Waggoner and husband Jeff, Dusty Allen, Justin Gibson and wife Myranda, Nathan Ballard, and James Gibson; nine great-grandchildren, Shelby Lynn Waggoner, Lexi Rex, Jacob Waggoner, Timothy Rex, Joshua Waggoner, Natalie Waggoner, Baylor Cardenas, Hollynd Cardenas, and Hope Campbell.

He was preceded in death by his parents; two sons, Douglas Wayne Ballard and Perry Gilbert Ballard; and one sister, Zelta Faye (Ann) Ellis.
