Francie was the ninth of eleven children born to David Piotrski and Mary Catherine Pape. On 23 Apr 1960 she married Harold Theodore Beebe, Jr., and they had five children: Cathy, Carolyn, Lawrence, Christopher and Laura. Fran was a retired environmental technician for Jefferson County, KY, and she was a member of Our Lady of Perpetual Help Catholic Church.

Fran was a devoted mother and grandmother and she took great joy in being surrounded by her family. She loved to sunbathe and tend her flowers and plants. She was also an avid traveler who enjoyed going on cruises with her family. She also throughly enjoyed traveling to Las Vegas and the casinos in the southern Indiana area.

In February, 2011, Fran elected to have surgery to repair a valve issue with her heart. The surgery itself was a success but two days later she flat-lined. The medical team was able to revive her but she was never quite herself afterwards. Several days later a blood/mucous clot formed on her larynx, resulting in a loss of oxygen to her brain. Catastrophic damage resulted and after painful discussions by her family, Fran's wishes were honored and she was allowed to pass away.
