Phelps Smith, has been a very hard person to trace. He first shows up on the 1809 Intruders "or Sims Petition" List, for intruders into the Chickasaw Lands.
I can find him on all Census and Tax Lists for Giles County, Tennessee up to 1840.
On 2 July 1849, the widow of Phelps Smith, Elizabeth Smith married Isiah Hogan at Lawrenceburg, Lawrence County, Tennessee. And on the 1850 Census she is residing in his home in District 4, Giles County, Tennessee, along with her daughter Aroma C. Smith at 10 years of age.
By 1860 Elizabeth Hogan is living in the home of her son Redden R. Smith, at Brialey Town, Nocogdoches County, Texas.
And in 1870 in the home of her daughter Aroma C. Hardwicke at Linnflat, Nacogdoches County, Texas.

New information found by my cousin Jayce Smith.
